The only card that does that to my knowledge is primary objective.

ANB.

It doesn't just win souls, it wins games. In fact, it is one of the few enhancements that HAS won souls...it's won the hearts and souls of Redemption players everywhere.

Are you thinking along the lines of percentage of success, or of total successes across all T1 games?  CTB and preblock ignore cards like Provisions, OoN, Spiritual Warfare, and RTC probably have the highest percentages of success; usually they get used when they are going to be a near-guaranteed rescue.  But I'm not sure if they have won more rescues than AoCP, HiR, Edict, and the like, which usually get used as soon as they are drawn.

In no particular order...
AOC pr (Purple) , Sam's Edict (Gold), Striking Herod (Silver) , Zeal for the Lord (Teal), Obedience of Noah (Blue), Provisions (Green), Two Bears, Transfiguration, Abe's Servant to Ur, Two Bears

Honorable Mention:
Job's Faith.
David's Triumph

These are very efficient and effective enhancements.

Some Comments:

AOC pr-Safe to assume the winningest enhancement in history or Redemption.

Sam's edict-Negate any and discard any CBN-Not fair

Striking Herod-with TSA/Captain/Michael is almost always enough to win!

Zeal for the Lord on Phinny- Because Phinny can't be captured or converted, they have to have a suicide block or a CBN discard/underdeck to be able to block!

Obedience of Noah-I've been using this forever, the "new" Jacob made this too easy-

Provisions-use on Aaron banded to Moses!

Bravery of David-Negate any/Discard any/CBN if David is in play-kinda the red equivalent to Edict.

Transfiguration- Very hand to stop, even more efficient if you play it after they play an enhancement, so the CBP lost soul doesn't give you trouble!

Abe's servant to Ur-Classic! The New jacob made this good, it is very versatile, FBN enhancements are not expected, keeps jacob/Captain safe from CBP interrupts.

Two Bears- Interrupt, can possibly deal with 2 Evil Characters, and is Green, making it VERY playable.

Honorable Mention:
-Job's Faith-Too situational, but the devastation it could do to someone's hand is insane...CBN, also 7/0.
-David's Triumph- has to be used by a male, (limited to Male Evil Characters) The popularity of Philistine defense increases value, as does the 7/0 numbers, and the fact that it is an interrupt.

My favorite utility enhancement:
Live coal-(Green/Silver) (4/2)-I absolutely love this enhancement! CBN on Isaiah/Michael, Territory class, and can get rid of a weapon class enhancement/curse giving you a problem outside of battle, or be used in battle as a CBN negate, numbers 4/2 so can be played on TSA, Captain, or Benaiah...SERIOUSLY!?

Ok, I'm done lol

I'm basically looking for the most efficent at doing what it was designed for, an example for this would be something like AoCP in that it's an extremely powerful CBN effect that can be counted on to win a rescue in most games.

Four Bears: Interrupt the battle and shuffle one card of each brigade in play (good and evil) into owner's deck.
ANB is good. Change my mind.

The right twix is clearly superior to the left twix.
