If I gave DC to opponent’s territory, and my opponent played Shem’s Wife (return an opponent’s evil card to hand), would he be able to target DC? The REG says that a give ability turns permanent control of the card over to my opponent, but it doesn’t say anything about owning and controlling the card. Does permanent control also mean ownership as well as control, or just control? Is “opponent’s card” ownership or control of? I played it as if it could be targeted and thus was returned to my hand (I erred on my opponent’s side).

You can't change ownership, and a card is only a "player's" if they both own and control it. So Shem's Wife shouldn't have been able to target DC.

Opponent’s would mean that the opponent both owns and controls.

In the case of DC, they control the character but cannot own it. Permanent control just specifies that it won’t come back to you independent of other abilities, such as Ahimelek, who targets any EC.

Well “opponent” is one term in the REG I didn’t check.
