This is pretty tough. Captain has more banding potential, so I guess I'll go with him.

For all intensive purposes, he is a better version of Strong Angel vs the meta. Just can't rescue the NT lost soul.

If people were to use real defenses, TSA would be far better, thus my vote for him. I will concede that Captain is better in actuality, since so few people use them.
