Seeing as the only neutral cards are artifacts and Lost Souls (and Philosophy), I wouldn't count on there being 20 of them amongst 60 cards, lol.

BTW, Philosophy is not neutral, it is both good and evil, which is basically the same for T2 deckbuilding purposes, but not for gameplay purposes.

It isn't up yet, but hopefully soon. Rob has the article, but he might want me to edit it first (it is rather long), and then it takes some time to format the card imag for posting, plus laying out the article on the page, plus fixing links, etc. Hopefully we will see it up later today, but certainly by next week.
