Is there some central location where I can find the decks that won at nationals?  (At least the ones that are listed.)

Yeah, Wildcard is a good spot for them - I don't think Tim has any 2009 or 2010 decks on there yet though.

No idea, you'd have to talk to Tim - He's been pretty swamped lately.
And personally I'd rather him finish a few other higher priority projects * before worrying about posting past decks :)

* ie. finishing the NEW REG, finishing playtesting the new set, finishing updating the lifetime RNRS spreadsheet for last year

Well, the NEW REG is actually a joint project - And coming along nicely - Additionally play-testing is a group project, and is going awesomely, and the RNRS spreadsheet is done, with the exception of the NE regional points.
