It's where the # of Dominants may not exceed the # of your Lost Souls. However, it is not an official rule yet.

It's one of quite a few rule change ideas that were introduced early this season.  There's no word on the possibility that they might become official.

I will tell you that of all the proposals that we've heard, Dom Cap is the most likely to get implemented. I'd say its about a 70% certainty that it will be for the 2012-2013 season.

Yea, a wile back there was the NewJ rule change proposal, I think it ended up something like you may still play SoG on one of your souls but can not play NJ on one of your Souls (NJ must be played on Op's LoB). I never heard where that proposal ended up,

(if you think I should I could move this to a new thread)

When do they usually make the official announcement?

The rule changes that we've talked about this year like Dom Cap or restricting dominants from being played on the 1st turn would be something that we would probably announce at Nats, since they would not go into affect until the 2012-2013 Redemption season.

So whoever drops the most FTMs this year wins Nats. Yay.

Redemption problem solving:

-Step one, deny that there's a problem.
-Step two, DON'T BAN ANYTHING
-Step three, admit there's a problem
-Step four, try to include counters in the next set
-Step five, DON'T BAN ANYTHING EVER
-Step six, insist that the counters work if people would use them
-Step seven, finally admit that counters don't work
-Step eight, refuse to raise deck size to 60 and refer back to steps two and five.
-Step nine, DON'T BAN ANYTHING!!!!!!!!!!!!!!!!
-Step ten, propose some rules changes to try to fix the problem
-Step eleven, spend the third season since the problem surfaced testing rule changes
-Step twelve, NO BANS
-Step thirteen, finally implement a rule change after Nationals, four years after the fact.
I am not talking about T2 unless I am explicitly talking about T2. Also Mayhem is fine now somehow!

I've been waiting to drop a lame political joke for a while and this seemed like the best place to do it.  :P
