Question on preventing vs negating an ongoing ability

I was just reading something in the intro to the "abilities" section of the REG that doesn’t seem to make sense and wanted to seek clarification.

If an ongoing ability is prevented, and the prevent is later negated, the ongoing ability activates at that point.  If an ongoing ability is negated and the negation ends before the ongoing ability, the ongoing ability will reactivate when the next phase begins.
If I'm rescuing and play Ruth’s Vow, my opponent plays a negater, and then I negate his negater, the REG seems to suggest that RV does not get to immediately reactivate.  However, if RV had been prevented and then I later negated that prevent, the REG seems to suggest that RV does get to immediately reactivate.  So my question is: why does a prevented ongoing ability get to reactivate immediately if the prevent is later negated, but a negated ongoing ability must wait until the next phase to reactivate if the negate is later negated?  It seems to me both scenarios should be treated the same.

There's a slight difference between "negate ends" and "negate is negated" - something like Cloud Moses only negates cards in battle while he's in battle, so if he's moved the negate just ends, but isn't negated.

That said, the second sentence is a poor "translation", for lack of a better term, from an earlier version of the REG. The earlier version was more about there not being any time between phases (i.e., negate ends with one phase, ability reactivates at the beginning of the next) and wasn't properly updated.

So in my example above, if RV is negated and I later negate that negate, does RV immediately reactivate?
