No. Like Polycarp's search for John, nothing allows you to use that part at any time.

However, you can convert him to meek whenever he enters territory, whether that's the initial play or on returning from battle.

So the ability, even though TC, has to be ongoing or triggered (like the first sentence of his ability with some sort of if/then clause) to functionally be active. Am I understanding that correctly?

I'm assuming you can also convert to meek upon entering battle from territory?

Yes on both.

TC characters always activate when they enter battle, like any other character.
