I'm blocking with King Omri against David and my opponent plays Wheel Within A Wheel. Can I play Wickedness of the Tenants to interrupt Wheel Within a Wheel and discard David, stopping WWW from searching out an angel?

Yes, ITB interrupts the last enhancement played by an opponent.
Have you visited the Land of Redemption today?

Yeah, Place abilities themselves are only CBN in the phase after they are used (and only that particular ability, not the whole card).  If you interrupt/negate them in the particular phase they are activated, then the Place is stopped.

So, in this case, your opponent would of course first search out an angel with WWW and then place the card on their angel (which doesn't have to be the one searched out).  When you play Wickedness, the ITB interrupts the last enhancement played in battle, if played by an opponent.  Even though it is out of battle, WWW still fits what ITB can interrupt.  So the end result would be (assuming Wickednes is not later negated) that the searched-out angel would be shuffled into deck, and WWW would be discarded, as the Place ability was interrupted and unable to reactivate.
