Does this mean that even if a hero finds a way to get CBN banding, I will still ignore the banded characters?

yes, if the banding ability is on the characters themselves (e.g. Elders of Jerusalem, Gathering of Angels), not if it's done with a banding Enhancement (e.g. Transfiguration).

You will ignore any character with a banding ability not the banded in characters (assuming they don't have  a banding ability)

So will I ignore any characters with a banding ability even if it's negated and they can't use it?
