High Places and Captured Characters?

Does capturing a character to a Land of Bondage trigger High Places' draw ability?  I'm thinking no because of the second REG quote and that they technically are not Lost Souls, they are only treated as Lost Souls.  But, if they are treated as Lost Souls, does it trigger High Places' draw ability? begin logic loop.

From REG
Quote
Meek
A card is meek if it does not have a special ability. A dual icon card is meek if it has a meek
identity at face value or if it is played as the meek identity. If a meek card gains an ability, it
is no longer meek, but will return to being meek when it loses the ability, either through the
duration ending or the card being return to face value.
Tokens and captured characters are meek by default. Characters that have used their limited
use abilities (such as those that are “once per game”), cards that are being negated, and
characters that have been converted but the ability cannot activate by rule are not meek.

Quote
How to Play
● A capture effect transforms a character into a captured character and moves it to a different location where it is
held captive. Heroes become captured Heroes and Evil Characters become captured Evil Characters.
● Permanent control of captured characters transfers to the player that receives the captured characters.
● When a character is captured, all cards equipped to or placed on that character are discarded.
● A capture effect targets the characters that are to be captured.
● Unless otherwise specified, targets must be in play.
● Unless otherwise specified, targets are moved to the Land of Bondage of the player that carried out the capture
effect.
● All capture effects are instant.
Clarifications
The phrase “treat as a Lost Soul” is a clarification of the game rule that applies to captured characters that are in
a Land of Bondage, not an ability.

● The phrase “take prisoner” means “capture”.

I would say that capturing a human character to a Land of Bondage does trigger High Places.

Premise 1:
Quote from: REG: Capture
Tokens and captured characters are meek by default

Premise 2:
Quote from: REG: Capture
Unless otherwise specified, targets are moved to the Land of Bondage of the player that carried out the capture effect.

Premise 3:
Quote from: REG: Captured Character
Captured humans are Lost Souls as well as captured characters while they are in a Land of Bondage

Premise 4: The High Places draw ability triggers off of the event of a meek Lost Soul entering play
Conclusion: Capturing a human character to a Land of Bondage triggers the High Places draw ability

I would argue that since the character to be captured is already in play and at no point leaves the field of play a lost soul is never put into play to trigger the draw.

I'm also inclined to say that a meek LS is only put in play when it originates from somewhere other than in play (deck, usually, or nowhere for tokens). "If a meek LS was put in a territory" would trigger off captures.

Persian Presidents capturing a character from set-aside would trigger High Places.
