Covenant of Noah and Unsuccessful in multi-player

Both of these can be played as one use artifacts, to negate one good or evil enhancement, respectively.

Can they be played basically at any point the owner would like?  For example, 3 player game, I make a RA against the player NOT owning Unsuccessful.  Can the owner of Unsuccessful negate one of my enhacements?

Also, can these be used to negate set aside enhancements and enhancements in territory (like on a hero)?  Thanks.

That sounds legal to me.

You can't negate set-asides, since they'd no longer be in play to be negated.  CoN should be able to negate other enhancements played in territory, but Unsuccessful is limited to enhancements in battle (the SA specifies in battle).

The bummer is that most players don't use Unsuccessful.  If more players started using it, things could get much more interesting.  ;)

i used it a lot in the past, but then i realized that i never seemed to use it because i needed other artifacts up, and it eventually got taken out.

Yes, but in multiplayer, Unsuccessful could be a game changer.  esepcially if you are trying to spoil another players offensive attack.
