Cloud of Witnesses, the actual card, inquiry

When exactly does the second part of Cloud of Witnesses actually let you shuffle? It can't be when you play the cloud card in battle since it's not known then whether the rescue is a success. Does it set up a trigger that then checks immediately when the battle ends?

Yep, it's the same as cards that trigger off of a successful rescue, it just has one additional condition.
