If I place Broken Cisterns in my opponent's territory could I use Stalks of Flax to exchange Meek Noah to my opponent's territory so that my opponent's Heroes' toughness decreases by 9?

I dont see why not, should even work if you give them a hero with love or sword of the spirit on them since it just says good brigades in territory, nice combo

Yep. My brother (ProfessorAlstad) used to run a combo deck in Type 2 with Broken Cisterns and Sower. You put Broken Cisterns in their territory and then attack with Sower to place a good rainbow enhancement on their EC and wipe out most, if not all, of their Heroes.

I had found this possibility as well but was thinking it wouldn't be as effective because of how frequently blocks come from hand.  What was the reason he stopped using the combo?

In Type 2 there will generally be more ECs on the table throughout the game than in Type 1. I guess the main reason he stopped was because he hasn't played in a few years. I think it's also one of those combos that's fun and not too hard to pull off so you'll play it here and there and see if there are new cards that make it better, but it's not going to win every tournament you play in so you'll want to try something different. If I remember correctly, he played it for awhile initially when he found it, then tried out some other stuff, and revisited the idea shortly before he stopped playing for the most part.
