Banding limitations?

Recently, my opponent attempted to band a captured character into battle. I wasn't sure if that was legal, so I looked up banding in the rule book, and it didn't say that you can't. I then looked it up in the online REG, and it said that targets must be in a territory or in holder's hand. The land of bondage is technically in the territory, so I don't know what to do. Is it simply known by everyone that it isn't done or is it legal? Thanks for your help!
Jude is red, Seth is blue, I like Redemption, how about you?

It is not legal because the captured hero is, well, a captured hero and not a hero. All Good banding cards band to "heroes" not "captured heroes".

Captured Heroes are not Heroes, they are treated as Lost Souls. The target for banding does not include Captured Heroes or Lost Souls.
