That's not exactly true. It is only used if a blocking Evil Character was Discarded. If you RA with Peter with Ark active and they block with Jazzaniah and no enhancements are played, Jazzaniah dies and Ark is used once. If, however, you RA with Lot and they block with Jazzaniah and you play Freedom! to remove Jazzaniah, the Ark is not used since no Evil Character was Discarded.

No, because at the end of battle it is no longer an Evil Character but a LS/Captured Character/however we're defining captured cards these days.
