1. when you use "He is risin" does the enhancement follow the evil characters to the set-aside area?

2.  cherubim bands to ET, can i play peace treaty and chose cherubim to be the OT hero that ignors an evil brigade?

3. king amaziah has been set-aside with gathering of angels and has the ability to band to another hero.  king amaziah enters battle and uses his ability to force a king of isreal to block and then uses gathering to band to the strong angel.  it was recently ruled that pre-block chose the blocker cannot be interrupted, but can i negate the "may be used once per game" part of his ability by banding in strong angel so that i can use his ability every turn?

4. philistine priests blocks with holy of holies up.  does holy of holies stop his entire ability or can he still deactivate an artifact?

Peace Treaty (FF)
Type: Hero Enh. • Brigade: Purple • Ability: 1 / 5 • Class: None • Special Ability: O.T. Hero ignores one evil brigade except orange, or may band to a human Hero.

King Amaziah (Ki)
Type: Hero Char. • Brigade: White • Ability: 8 / 9 • Class: Warrior • Special Ability: May choose one evil King of Israel to block. Wall of Protection has no effect. Special ability may be used once per game. • Play As: You may choose one evil King of Israel to block [choose opponent]. If chosen, negate Wall of Protection. Special ability may be used once per game.

Holy of Holies (DL)
Type: Artifact • Brigade: None • Ability: None • Class: None • Special Ability Errata: Prevent all interrupt, prevent, and negate abilities on Characters. Cannot be negated during the battle phase.

Philistine Priests (Pi)
Type: Evil Char. • Brigade: Black • Ability: 5 / 5 • Class: None • Special Ability: You may search draw pile for Temple of Dagon and put it in play. If another Philistine Evil Character is in play, you may negate and deactivate one O.T. Artifact in play. • Play As: You may search draw pile for Temple of Dagon and place it in play. If another Philistine Evil Character is in play, you may negate and deactivate any O.T. Artifact in play.

Last I knew, yes, you can.

He is still able to search for Temple of Dagon and deactivate an artifact, but he cannot negate the artifact.
Use the Mad Bomber to rescue his Province.

3. the chose the blocker and one per game are two seperate abilities, why cant you negate the once per game?

is that an official ruling? does the same apply to jeptha then? i know pre-block chose the blocker was ruled cannot be interrupted, but i have heard nothing about once per game abilities being that way

Once per game is not a separate ability, it's part of the CTB ability.
Have you visited the Land of Redemption today?

i was told ever sentence is a seperate ability and they are 2 different sentences, but i guess that is not the case...

If Amaziah were printed in a recent set, his ability would probably read more like "Once per game, you may interrupt Wall of Protection and choose an evil king if Israel to block." which makes it clearer that the once per game is a restriction on the choose the blocker and not a separate ability.

Many older cards are confusing like that because wording of special abilities hadn't been standardized nearly as much as it has recently.

Yeah, if we were going to print King Amazing again, I think we'd probably say this:

Once per game, you may choose an evil King of Israel to block.  If this Hero is captured, you may add your O.T. Hero to the battle.

INE, but I believe that all abilities adding characters to battle (whether banding or choose the blocker/rescuer) trigger last and at the same time, in which case the turn player decides what order they resolve in. You could, then, choose to use the choose the blocker ability to make a king block and then use the banding ability to add TSA to the battle. Not 100% sure of this, though.

Assuming this is still correct, CTB comes after banding.
