What contexts does this let you add a hero to the battle? If I’m loosing by the numbers can I add a hero? Also if I withdraw myself from battle can I add a hero? Thanks

No and no. Once you lose by the numbers, you're in battle resolution where you can't add characters to battle. And if you withdraw yourself, you did the defeating, not your opponent.

Yes, actually. Many "add to battle" cards specify that the target has to be yours, but Matthew's Begats does not, so you can add an opponent's Hero to battle.
