if a hero or opponents ability eliminates all my blocking characters in battle can i play unknown nation to continue the battle?

You can use it as a Curse to continue the battle. But if you want to use it as an enhancement, you'll have to interrupt/negate the card eliminating your evil characters, so you can play Unknown Nation.
