No, plural would be correct. Wisconsin is a non-Host State, as is every other state aside from MN.

URGH, I knew I was right. I was debating when I typed it whether to word it the way I did, or to word it the opposite way (where singular would be appropriate) and then Kittens got me confused. Fixed again, lol.
