If you're wondering do that you can decide which to buy, you might as well wait for them to be combined and just buy straight-up TEC packs.

It also matters what you are looking for. If you want the Deacons/Heretics then it would be best to get Phase 1. If you want Missionaries/Greeks, or a better chance at getting Shipwreck, then go for Phase 2. If you want to try to get all of the commons, and hope for the best with the rares/ultra-rares, then wait for the mixed box!

It depends on what Type you play. Phase 1 cards were made for Type 1 players, and Phase 2 cards were made for Type 2 players¹.
