Are the tins of ROA/FooF big enough to fit a 56 card deck?

It depends on the thickness of the sleeves, some of my sleeves can fit, while some others are thicker and cannot.

Most can, and if you don't have sleeves than definitely it fits, and then you could put the sleeves separate in there, or on top (if there is enough room, I have never tried)

For some reason, I think the RoA tins are actually slightly bigger, but yes they can...or could, I don't know if they can hold the wider TEC cards while sleeved without being too snug.

Regardless, I don't recommend it because it damages either the edges of the cards or the sleeves they are held in, and it can be a pain to pull them out.

I recommend just investing a couple of dollars in cheap plastic deck boxes, at least.

I have so many decks that I need deck boxes for all of them, and I thought that this might be a good solution.

This might be an alright solution for decks that aren't really your main decks with most of the good cards but as Redoubter noted their not exactly the greatest for keeping cards and sleeves in good shape. I recommend ReyZen's deck pouches. You'd have to spring a bit of money but it's definitely worth it. They each can hold two, sleeved T1 decks of probably a ~77 cards max and if you ever decide to venture to the dark side (Type 2) then they work great for those as well.
