Guess the card title and start the next riddle.  I'll go first:

I'm thinking evil enhancement. Pharaoh's Hard Heart? The 10 plagues followed by Pharaoh letting the Israelite people go.

EDIT: I just realized my second line was inaccurate, as I misread the REG. New first lines.

I have it, but I'll wait for others to chime in.  The last line was a good one - and was the clue I needed to solve the riddle.

Okay, updated the riddle. I'm still trying to think of a better way to word the third line though...don't get too hung up on it.

It's not Jacob. The last line makes it seem like Jacob, but it's not, as there's another person which fits that (and the rest of the description) quite perfectly.

Reason is line three.
I'm not sure how the first second king stole his capital city (see why line 3 is tripping me up? I wanted to say the capital city, but it took too many syllables, and still wouldn't be perfectly clear). The first second king has nothing to do with Melk.

And nobody has it yet.
