The only issue is it gets TGT. Maybe OT restriction would be good.

I say make it search DISCARD pile instead... Then it becomes OP'D because if your TGT has been destroyed, you can get it back.  <- I like that better.

I kind of like the idea. How about:

Zion
Good Dominant
"You may search deck or discard pile for an OT site or fortress and put it in play. All cards that had been placed on that site or fortress when it was discarded are returned."

it just makes it harder to remember what cards where on it. just make it OT from deck
