It is impossible to improve upon the original Buckler. It would have to be a legacy rare.

Better? Yes. In fact that's how it was most of testing. Hypocrisy (which is what we've modeled a few of the new EEs after) has always been a solid EE. If this only hit opponent's with the decreased hand size it ends up being a "better Hypocrisy" much of the time. We felt this version is more balanced. Plus you can combine it with something like Land of Moab to eliminate any negative effect on yourself.
