Can you have a reserve in type 2?

Yes.
However, like the main deck, the Reserve in T2 must be balanced between good and evil cards.
Some examples:
5 good 5 evil
4 good, 4 evil, 2 neutral/dual alignment
3 good, 3 evil, 4 neutral/dual alignment

For clarification, a dual alignment card that is both neutral and good at face value would count as a good card, and a dual alignment card that is neutral and evil would count as an evil card.
A couple of points:
“At face value” is important because cards that show both icons but start as one side (See The King of Nineveh, and Naaman LR) before converting to the other, are considered that alignment (in these two cases they are evil cards).
The dual alignment cards in the examples above would need to be good or evil at face value to fit in the “neutral” slots since they balance each other out.

We decided there would not be a change for this season, so we tabled the discussion as a potential option for next tournament season.
