What exactly do people constitute as being the Deck? What cards are required for a deck to be considered?

The Deck is a CBN FBTN focus, with various models and tweaks and support

I always figured it was decks built around Daniel, Isaiah, Moses. With cards like auto, Simeon (gold), Jacob, captain appearing in many versions

Ive seen it mostly as SilverGreentealwhite spread CBN banding offence with much searching and drawing designed to negate opponents EC's while racing to 5 redeemed souls (due to lack of defense)

Aaron is usually included (to go with Moses). Sometimes Phineas (or Abiathar if your using Sam) too. That provides better Feast access and you can also use Urim & Thummim and Eli's Sound Advice.

You've played against my interpretation of The Deck.

From playing against almost nonstop versions of The Deck since Nationals, I've noticed a few things.
1. The deck rarely, if ever, allows you to use an evil character's ability when blocking a RA. Moses, Dan, Isaiah w/ Call, Captain, and FBTNB all negate EC abilities. TC and CBN searches (AUTO, WWW, I's Call) make it oh-so-easy to get the negating heroes fast. In T1 games, sometimes whether a person uses Uzzah (or Am Slave to soul gen and pull out Uzzah) to stop a rescue or not could win the game; The Deck makes sure that this always falls in their favor.
2. TC and CBN searches. I mentioned it in 1 above, but The Deck just wouldn't be The Deck (it would be Sam instead, for insane drawing) if it didn't have WWW, AUTO, and I's Call.
3. Conditionless ITB/battle winners that match the brigades being used from above. I've seen Striking Herod, Sam's Edict, and Two Bears the most often. Sam's Edict is an amazing card, regardless if you pull it off CBN-style. These cards provide protection, should your opponent actually use EEs.
4. CBN banding. Virtually mpossible to beat without EEs, CBN banding is the icing on the cake that gets around Writ/CM/standalone ECs. Not even Goliath can stop rescues when your opponent has a CBN bander in territory after attacking.
