I wanted to make a Roman Emperors deck. Don't know what to put in it tough. I wanted to do a mostly capturing defence with Raider's camp in it. any help is appredeated. thanks.

Emperors are a solid defense, but they don't offer much in the way of capture because they don't get initiative to play the capture cards gray has to offer. If you really want to use Raider's Camp well there are better themes to do it with. I suggest choosing Emperors or Raider's Camp. You'll probably be disappointed with the results if you combine the two.

Not a huge fan of mono-emperors, but they can be mixed well with a myriad of other defenses, and I agree with Gabe that capture doesn't work so well with them. I'm not a big fan of Emperor Nero, but depending on your playgroup you might want to throw him in. Here are the basic cards for different emperor defenses.

Basic strategy is to exchange souls with Prisoner Transfer/Exchanger and then send the exchanged souls under the deck with Washing Hands/Hormah. I recommend running an FBTN offense (WITH COVENANTS) to counter DoU, Survivor, and Ammy Slave. I also recommend using a magicians offense so you have access to your own DoU (to shuffle their souls in your LoB, plus can be used with Golgotha for recursion) and Divination (to put a soul on top of your deck to discard it with... Jephthah or something). A Holy Grail isn't a bad idea to take out a Cupbearer/Delagates if they put those in their territory. A TGT offense is another way to avoid Soul Generation characters, but then you might get hit by DoU if you aren't careful, which can be detrimental to this defense. You really only need to kill 3 souls, and Burial will give you an automatic one. I have the FBTN soul in there to dodge the Hopper, but using things like SWJ, Revealer, Harvest Time, and WatW can get you around that one as well.
It's a really fun, but challenging deck to play. It can easily catch people off guard and put them in a bad position.

This is a basic build, and should include all the basic gray enhancements as well. The Herods pretty much just allow you to use Treachery, which is worth it, but their enhancements can also be used by the Emperors. Remember that Herods are also Romans. Pretty easy to play.

There's also a Brown variant that I've seen work, but it takes too many cards and I haven't tried it myself. Pretty much always include Gold Shield, Namaan's Chariots, Naaman, Heavy Taxes, Balaam's Disobedience and I personally love Deluge of Rain if you're already using Naaman. I'm a big fan of Twice Afflicted with emperors as well. Sabbath Breaker is nice to help the speed. Casting Lots isn't half bad either. I also love Wrath of Satan. With correct timing it can wreck a speed deck. Bearing Bad News isn't bad. False Peace can be a nice support card, but not a big fan of it myself.

A straight Emperor Defense is just using all of the cards from their respective tins + Claudius and Nero. Then add what ever number of enhancements/characters to balance out the numbers.
Please try and make up your own defenses and then have them critiqued. It makes me sad to see people use copy and pasted decks :'(

I always change the decks people post to fit my own style of playing. I dont just steal other decks. Mr.Underwood gets kinda annoyed when I change stuff that he said to put in. most of the stuff messes with the style I like to do.

Nah, I just get annoyed when you try to bring a 70 card deck and think that it actually has a chance of winning a game :)

I think my deck has 100 or so cards..
Playing decks like that can be fun. But experience has shown me that the only decks with a good chance of winning at the top level are 50, 56, 57, 63, and 154 cards. I don't think any other size deck has won a major tournament (ie. regionals or nationals) in years.

Just for this I'll win SE reigonals with a 70 carder.

Emperors/Herods, Emperors/Magicians or Emperors/Pharisees are way better than solid Romans, but if you must, that's an awful way to do it. That said, it's almost impossible to say how to do it well, because you very quickly go out of your way to not include the best cards. I started trying to give you a defense idea three separate times, but every time I got about ten cards in and realized it wasn't even half Emperors.
