I've read about uses of this card that I didn't think it could do.

Can you really choose an EC from your own territory to block instead of the blocker your opponent picked from their territory?  Thanks.

yes, you can.  Basically, it forces the opponent to to use a specific EC.

Now, another question is, does the opponent have to block, or is he simply limited to only getting to choose that character?

He only gets to use the one you chose for him unless he bands.

But does he have to put that EC into battle?  I could imagine a situation where the opponent chooses a 10/10 for his 1/1 hero to fight, and you don't want him to play a billion ehns.

Yes you can; ya preferably want to do that, as they have enhancements for their own characters.  One of yours may die, but do anything for the LS.

The ec is chosen, in battle, and you are using it. CTB is a great speed helper.
