Moses, Friend of God AKA Captain Mulligan

So, I'm wondering why Moses, Friend of God isn't more of a staple because of his star ability?  Seems like a really good opportunity to play stars that place stuff down and then shuffle your entire hand.  You don't get to use any stars from the draw you get from Moses' star but you stand to help yourself either reset, almost guarantee being able to go first by getting more LSs, or just getting the hand advantage. 

Curious as to your thoughts?

I thought when he came out in PoC he was pretty amazing. LoC and the push towards consistency has only made him more so.
