I am trying to wrap my head around the special ability for the Fortress side of City of Enoch.  What exactly does this accomplish?

"...protect opponent's Heroes from other Heroes"

I'm sure there is more to it than this, but very simply if the opponent's heroes are protected from other heroes, they can't be banded to.

It also stops the opponent from using things like Peter (Early Church) to heal their Heroes.

It's definitely not a "high impact" card in the general meta, but if someone wants to use the Antediluvian theme, it's a nice addition to that defense.

I would think it would also stop other heroes from placing enhancements on other heroes and stops increase abilities from other heroes.

Might it also keep cards like your Benaiah (FoM) from negating his heroes?

Protect does not stop negates.

Protect does not stop negates.

Nor modifiers. For example, even if I have City of Enoch in play my opponent's Noah's Wife still makes all of his Flood Survivors CBP.

I mean, maybe. It slows down Throne notably - you can still Auto-Sam, but can't follow it up with a Sam-Saul-Abby-Dave. Doesn't do a ton versus CTB, except where those two overlap. It slows Flood a bit, I guess, since you can't Noah-Shem-Japheth, but other than that banding it doesn't do a ton (all of the wives still work through CoE - Noah's Wife is a modifier, Shem's, Ham's, and Japheth's are all conditions).

Pretty sure it’s because Sam isn’t in play yet, so he’s not “an opponents hero,” because opponents means own and control. Either that, or it’s another ability that just defaults to in play.

To be more specific: CoE won't stop Auto going to Sam in deck or hand, since the protect defaults to play. It would stop him from going to Sam in territory.
