his ability says "may band to any female EC except brown" so does this prevent him from banding to Jezebel (brown/black)

I actually don't remember the way this went. Prima facie I'd say he can't band to her because she is Brown, and it's different than Zadook Anoints because of the specific wording.

If I recall correctly, it was ruled that he could band to her because she's black brigade.

If that were the case, then I could block with Jezebel if only she and say Uzzah were in my territory and TGT was coming at me, but that has been ruled as ignored because she is black brigade and there aren't two of them out.

She is both black brigade and she is brown brigade, so if TGT's ignore can restrict her from entering battle, so should the restriction on banding from Zimri.

Well, the OP had his SA wrong. He can band to a Female EC of any brigade except Brown. Black is a Brigade not Brown, so he can band to her. If it said "female EC except Brown" then he wouldn't be able to band to Jezebel.

Ah, thank you for clarifying the SA :)  In that case, I completely agree with the assessments that the band should work.

And yes, I agree that the wording, if slightly altered, would have the other result.
