Can he band to the black/brown Jezebel? Guessing yes, based on Zeal and stuff, but the wording is slightly different.

Interrupt Wall of Protection. May band to a female Evil Character of any brigade except brown to decrease a Hero in play by 0/6.

The usage of except makes me think that he can't band to her because she's even partially brown (much like ignore), but I'm not sure at all.
