So I heard there will be a new ruling where cards like Hunger are now battle winners. Is this true?

I'll be posting the new rule changes for the 2011-2012 tournament season very soon. Expect them to be announced later tonight or tomorrow.

I'm just curious, but what were they before they were battle winners, and why would it matter if they were or not? I don't understand the significance.

Before it was ruled that if a character reached 0 toughness, it was discarded, but only OUTSIDE of battle. Meaning that if it had 0 toughness in battle, it was still alive and you could still play enhancements on it/keep its power. From what I gather that is now changing so that the character dies at 0 toughness and therefore you can't play enhancements on it, unless you interrupt the ability that is making it's toughness 0

They are not currently battle winners just "decreasers." The current rules allowed for characters to be at 0 or less and continue to fight. It wasn't until the end of the battle phase when they were removed.
