Do you need an Evil Weapon in play to use Zalmon's sa?

"Search opponent's discard pile for a lost soul and place it into his territory to discard an evil weapon."

No.  The first part is the cost.  Discarding the weapon is the bonus. 

You can put a soul in play without discarding a weapon but you can't discard a weapon unless you put a soul in play.

But can you put a soul in play and NOT discard a weapon if there is one available to discard?

There is no may.  If you have a valid target, you must do the action.
