Does Wool Fleece prevent UnKnown Nation if a EC is in battle?

Wool Fleece
Type: Artifact • Brigade: None • Ability: None • Class: None • Special Ability: No Evil Characters may band • Play As: Evil Characters are prevented from banding. • Identifiers: None • Verse: Judges 6:36-38 • Availability: Patriarchs booster packs (Rare)

Unknown Nation
Type: Curse • Brigade: Gold • Ability: 0 / 6 • Class: None • Special Ability: If opponent’s Hero is in battle, you may discard this card to search draw pile for a human Evil Character and add it to battle. Cannot be interrupted. • Identifiers: OT, Depicts an Idol • Verse: Deuteronomy 28:36 • Availability: Priests booster packs (Uncommon)

Unknown Nation is not considered banding, so Wool Fleece does not prevent it.

Wool Fleece DOES prevent Unknown Nation if an EC is in battle:

"If an Evil Character is added to a battle that has already had a blocker presented, then treat the “add to battle” ability as a banding ability.  However if the Evil Character is added to a battle that has not had a blocker presented, then do not treat the “add to battle” ability as a banding ability.  Treat it as a blocking action instead."

Unknown Nation itself is a search and add to battle card.

From the REG:
Quote
“Add to battle” adds a character or enhancement to one side of a battle.  If an enhancement is added to battle, it only activates if there is a character of that brigade in battle.  If a character is added to battle and joins another character already in battle, that action is considered banding.  If it does not join another character already in battle, the action is not considered banding.

Therefore, it does prevent Unknown Nation.

It DOES prevent it.  I'm pretty sure it was ruled that whenever a character is in battle, and another is added, they banded.  About the quote below, I think it was said that "add to battle" is the same too.

As Tim said, it depends on if there is an EC in battle or not.

In case you missed it, "add to battle" is banding if another EC is already in battle. Therefore, Wool Fleece prevents Unknown Nation in that scenario.

Wow...okay, sorry. :P I thought I remembered hearing from Justin or some other experienced player that Unknown Nation was not considered banding in any scenario. ...
