Withdrawal question

I believe this has been discussed before, but I don't know if it was ever brought to a definitive outcome.

Does sending a hero back to your opponents' hand constitute a withdrawal (such as by Paul's Girdle)? I always assumed it does. Since you can attack/block from your hand, it makes sense to me to constitute returning a character to your opponent's hand (rather than territory) a withdrawal.
