Widow may not be blocked by an Evil character of */8 or higher.
If the Evil character blocking the Widow gets initiative and plays an enhancement that results in a toughness of */8 or higher, what happens? Or is it only relevant when choosing the blocker?

Widow ignores evil characters that are, themselves, */8 or higher. Enhancements have no bearing on the actual character's toughness.

But if the Enhancement says in the special ability something like "Evil character gains 4/4" (or something) then widow ignores him but he is still in battle and can negate or just play a bunch of enhancements, but can't target widow, and unless its negated (or a dominant is played or anther character is banded in or something) widow will win the battle

Good point, I should have been more clear. If the enhancement's special ability increases the evil character's abilities above */8, they would be ignored. The number abilities in the card's icon box have no bearing on the character as far as Widow is concerned.

Does an EC with less than */8 but holding a weapon class enhancement which makes it greater than */8 get ignored by Widow?

No. Weapons do not actually increase the character as a gained ability; they're just permanent enhancements.

That's unfortunate.... Is it the same with Exp credit then? I have a feeling we just discussed this....

Experience credit is treated the same as a gained ability. If a 6/7 evil character blocks a rescue and becomes 7/8, he can no longer block Widow.
