None of the 'officials' outright say that he is Samaritan, but it sounded like they would be fine with him being one, or hint that he should be. Can we gat an official response?

If the Catholic Encyclopedia says he's half-Samaritan, then he can be labaeled a Samaritan.

The Catholic Encyclopedia makes no reference to his mother (who is thought elsewhere to be Malthace), much less her nationality:
