My opponent has throne of david out and makes an RA with a king. I have herods dungeon out as well and block with a herod. The question is, which activates first (since they both rely on who I block with)?
If TOD wins, then what if my herod was part of a banding chain?

"Blocked" is an instant condition, "while blocking" is a continuous condition. I would guess that the instant condition would have the right to activate first.
If not, then I think since you played the last card (your Herod) your card would receive initiative before your opponent's.

If your opponent RAs w/ King David, then what are you doing blocking w/ that Herod?! ;)
Well, TToD waits for evil characters abilities' to complete, and the ability on Herod's Dungeon is like an extra ability. I think since you were the last person to play, then you have first dibs on using Herod's Dungeon, as that activates as a response to your Herod entering battle, like a 'responding to your own action' type of thing. But, I could be wrong...

TToD is a triggered ability, so it takes precedence over the activated ability of Herod's Dungeon.

I really don't understand the difference between those, especially in this situation. They both have a condition, they both say "you may", what about them is different enough to be different kinds of effects?

TToD is an ability that must activate as soon as the EC blocks, or not at all. Herod's Dungeon is an optional ability that can happen anytime during battle. Optional abilities that happen any time during battle can only take place if there are no pending triggered abilities. Another example of this is you not being able to use Unholy Writ/Magic Charms before your opponent uses Hidden Treasures.
