Title: What is targeted if neither owner, opponent, nor all is specified?

I thought I overheard people talking about how cards are now being played as the card reads from the owner's perspective, and if it does not specify all, it only means the owner's and not the opponent's. Is this true? So if I turn up Altar of Incense, would it only protect my O.T. Heroes from my evil enhancements? Or if I turn up Covenant with Death, would it only negate my characters?  Or is it assumed to be all if nothing is specified?

Altar of Incense: O.T. Heroes are protected from discard special abilities on evil enhancements.

Covenant with Death: Negate characters. Restrict players from playing Enhancements unless a character is opposed in battle. Cannot be negated.

Targets default to play.

Altar of Incense targets O.T. Heroes in play.

Covenant with Death targets characters in play.
