Does this card stop territory class enhancements from being played outside of battle?

I don't think so. Territory Class enhancements are played via game rule, not by a play ability.

No. Playing a territory class enhancement is playing a card by game rules not by ability--so Wasting Disease does nothing.

No, for one (and maybe two) reasons: The one reason is that Wasting Disease specifies good abilities. This Play As would stop evil abilities that allow a player to play an enhancement. The second reason is that in the future, there may be play abilities that allow you to play cards besides enhancements, like "Search for a Site and play it" etc.
