Does declining a battle challenge "end" the battle phase?

I put end in quotes because I know that the battle phase technically cannot end until all abilities that trigger based on the result of the battle and/or at the end of battle have activated.  My real question is more like the following: after a battle challenge has been declined, can the attacker play a card that would generate a lost soul (i.e. harvest time or putting ends of the earth into battle)?  I would assume that once the battle challenge has been declined, it is too late because battle resolution would kick in and once that is done the battle phase is over.

Both players have to agree to enter battle resolution, so declining a battle challenge isn't sufficient to begin battle resolution, so the attacker could play something to generate a LS, at which point you still have the opportunity to block.
