No. All SA must complete before triggered SA. Nebby's SA completes after Swift Horses completes and before TToD is triggered.

Let me try explaining better.
He makes an RA with King Solomon and gets The Throne of David and puts it into play. I block with Nebuchadnezzar and search for Swift Horses and put it into the battle. Does TToD now activate?

No. The evil character in battle has a weapon.

The Throne of David has to wait until after Nebuchadnezzar completes before it kicks in. Nebuchadnezzar does not complete until Swift Horses is searched for, played, and carried out.

Nebby has not blocked until his ability completes. His ability does not complete until he grabs Swift Horses and Swift Horse's special ability has been completed.

Right. The triggered ability of TToD doesn't activate until all SA's associated with the trigger (Nebby blocking) are completed. So once Nebby blocks, gets Swift Horses, then draws two cards and plays next, there is now an evil weapon in battle, and your king doesn't get to play an enhancement via TToD.
