Title: TSA vs Complainers

Who wins?  Complainers negates TSA but is already being negated by TSA and doesn't say CBN.

Whichever character was in battle first would take precedence. If you begin a rescue attempt with TSA and are blocked by Complainers, Complainers is prevented by TSA and the ability never activates.
