I think I remember someone mentioning this in an old thread, but I can't remember.  If I have TGT out, are my Garden characters protected from evil characters with less than 2 characters in play, in territory?  From the reading of the card, and my reading of the definition of ignore, there's nothing I could see that would make it so the ignore isn't always active off TGT.  So could ignored characters not using Invoking Terror on their turn to target the Garden heroes?  And for example would Wrath of Satan played in a multiplayer match not be able to target the garden heroes in the territory of a player not involved in the battle, because they would be ignoring the EC from territory?

That is all correct. Note also that Herod's Treachery won't work against the TGT Heroes (unless there are two multi ECs in play). The ignore is always active
