I'm not entirely sure. My understanding is that toss uses the numbers on a GE or EE to decrease an Opponent's strength and toughness.

How to Play
A toss ability allows a player to play an enhancement in a different way than usual; instead of activating the numbers
or special abilities of the enhancement, the enhancement is discarded to decrease an opposing character by X/X
(where X is the strength of the discarded enhancement), regardless of protection or immunity.
A toss ability targets the enhancements that would be played.
A toss ability is ongoing.

So if a Toss ability targets the enhancement that would be played, when does it target it? In hand? If so, it seems Self-Control and Simon the Zealot could make it so I can play normal enhancements while my opponent Tosses EEs (assuming they block with Foreign Spearman/Roman Spearmen).
If not in hand, then when it is played? And the Toss ability "Insteads" the enhancement, and then discards the enhancement to decrease an opposing character X/X? If so, what if a hero with Peace placed on it enters battle and is blocked by The Rabshakeh equipped with 2kh? Rabby makes it so 2kh can't be discarded during battle, and the Toss ability is worded as Cost-Benefit; if the enhancement isn't discarded, the opposing character isn't decreased X/X. And since 2kh interrupts the battle, it interrupts Peace's ongoing ability, so you get to play a Pale Green enhancement while Peace is interrupted (which won't get Tossed). Right?

Lots of questions...I'll do my best to answer as accurately as I can.
Toss would target them when they are played, just like a negate would.
Toss is not an instead ability.
The discard and the decrease are both regardless of protection or immunity.
Peace is CBI.

If they are Tossed while or after being played why would they not qualify for name-on-name bonus then? Just curious.

I believe that is what was established when Toss introduced and it has not changed.

Because Toss+NoN could quickly become extremely potent, quickly and spammably...

Toss says that it is not played in the normal way, which is when NoN is applied. The X is based on the strength of the enhancement, which would be face value on the card, not based in the strength applied to a side of battle, as if it were actually played.

I agree that name on name doesn't work with toss.
We were talking about this on the way to the T2 Only. It might be more clear in the REG entry if we add the term "face value" when describing how toss looks at the numbers. Maybe we can do that in the next REG update.
