Can Three Woes target cards that are not in play? Such as Son of God or Destruction of Nehustan in someone's hand?
"Place in territory: Negate a card of a different alignment than this card for one round. Each upkeep, you may negate a card of a different allignment than this card for one round."

Abilities default to target anything in play only, so since Woes doesn't specify anywhere else, it can only target things in play.

No, targets default to play. (Also, dominants cannot be negated even if Three Woes could target a card in hand.)
