Title: Territory Enhancement question

Probably going to need an offical ruling on this one:

Territory enhancements allow a character to play an enhancement outside of battle by activating it on a character in play.  If a character has an ability that would allow you to play an enhancement of a different brigade, can you then activate a territory enhancement on that character from the other brigade?

Example:

Lazarus

Type: Hero Char. • Brigade: Red • Ability: 4 / 5 • Class: None • Special Ability: May use any enhancement that causes an Evil Character to repent. • Identifiers: NT Male Human • Verse: John 12:9

Meeting the Messiah

Type: Hero Enh. • Brigade: Yellow • Ability: 2 / 2 • Class: None • Special Ability: If used by a Luke or John Hero, convert a human Evil Character to a gold Hero. Its owner must draw two cards. • Identifiers: None • Verse: John 4:42

No, because his ability doesn't work outside of battle.

Since heroes' abilities work in battle only (unless stated otherwise), TC enhancements cannot be played on heroes of different color.
