I'm still adjusting to territory class enh I suppose but...
Can you play....

"Place on a hero. While this card remains, negate special abilities on that hero and it's owner's good fortresses and covenants."

No. Users of Curious Arts' special ability needs to be active to be able to use an orange brigade enhancements. Since he's not been in battle during your Preparation or Discard phases (the only phases that you can play a TC card outside of battle), his ability isn't active and he cannot play it.
